CEBU CITY — The Cebu city government will file a petition before the Commission on Elections (Comelec) to exempt the city’s disbursement of financial assistance to senior citizens, persons with disabilities, barangay tanods, and members of the barangay lupong tagapamayapa.
Cebu City Accountant Jason Tirol, in a press briefing on Friday, said the financial assistance cannot be disbursed without the authority of Comelec.
He said the assistance, taken from the city’s social services, is considered disbursements, which the Comelec banned for the duration of the election period.
However, Cebu City Legal Officer Joseph Bernaldez, in a separate interview, said it is possible for Comelec to approve the exemption since the financial assistance is considered a continuing project.
Bernaldez cited Section 8 of Comelec Resolution 10511, which states that social welfare projects and services, originally under the Ministry of Human Settlements but are now performed by other departments/agencies of the government, are not covered by the ban. However, the requesting party may file a petition for exception before the Clerk of the Commission.
Pending the Comelec exemption, he said the city will hold the release of the financial assistance.
Senior citizens in Cebu City receive PHP1,000 monthly; PWDs get PHP12,000 per year; barangay tanods and members of the barangay’s lupong tagapamayapa receive PHP4,000 each every month. (PNA)
