SC Chief Justice Lucas Bersamin and DILG Secretary Eduardo Ano lead the launching of Davao City Justice Zone in the City Hall of Justice yesterday (March 14).

DAVAO CITY— Supreme Court of the Philippines Chief Justice Lucas Bersamin led the launching of the Justice Zone in Davao at the city Hall of Justice in Ecoland, Thursday (March 14).

The Justice Zone is an area where local justice sector agencies such as the police, prosecutors, judges, public attorneys, and managers of detention facilities identify common problems and arrive at common solutions to address them.

Launching Davao City as the third Justice Zone in the country and the first in Mindanao by the Justice Sector Coordination Council (JSCC) with the Supreme Court (SC) , Department of Justice (DOJ) and the Department of Interior and Local Government (DILG) and partner agency the European Union is based on the Joint Resolution 01-2019 that was signed on Marc 17, 2019 at the Principal’s Meeting in Manila.

The first Justice Zone was launched in Quezon City in 2014 and the second in Cebu City in 2018.

“Davao City is the most significant as far as I am concerned because it is the first Justice Zone that is launched during my watch as the Chief Justice, ”  Bersamin said.

He said each of a Justice Zone enhances the coordinated capabilities of the pillars of Justice in order to render their vital services more effective.

“One will easily discern and feel the impact of sector wide coordination and cooperation at the levels of the JSCC principals and components of local justice sector,” Bersamin said.

The selection of Davao City reflects the city’s demonstration of convergence for justice sector reform and efforts like jail decongestion and court decongestion initiatives, electronic courts, initiative to strengthen peace and order and efficiency in public service and making it ready to institutionalize coordination among justice sector agencies.

Davao City Regional Trial Court Executive Judge Emmanuel Carpio said the launching of the Governance in Justice program in Davao City is very significant and timely because of immense importance of the active participation of the three interrelated components in laying out the ground for reforms through  through strengthening sector coordination and policy-making, creating space for reform implementation through decongestion and automation and generating resources for reform through the improvement of administrative and financial management.

Carpio said these intended reforms will certainly augment and strengthen many programs and innovations already integrated the Supreme Court to help declog the dockets of the court that include installation of the E-Court system of the court, E-subpoena for the police officers, revised guidelines for continuous trial of criminal cases and the decision of the SC in Estipona Case.

DILG Año said the launching of Davao City as Justice Zone aims to cut the legal proceedings of court cases in the city by 50% through an improved coordination among the justice, law enforcement and detention agencies at the local level.

“Justice Zones are localities where there exist significant efforts to spur inter-agency coordination in the justice system. These Justice Zones will monitor the progression of criminal cases and track the activities of relevant agencies according to their targets, thereby promoting harmony and cooperation among the local justice sector agencies, ” he said.

Año said while these Justice Zones will indeed fast track the resolution of cases in the urban areas, this is only the beginning. He said  in cooperation with the DOJ and the SC, they are looking into bringing these Justice Zones to the poverty-stricken areas.

He said 14 Justice Zones are being targeted to established nationwide by 2022. He added that by increasing the number of Justice Zones in the country, they are taking the needed steps in the pathway towards achieving both efficiency and effectiveness in the justice system nationwide.

“Sikapin nating bigyan ng tunay at mabilisang hustisya ang mga mamamayang Pilipino, lalo na ang mga taong nasa laylayan ng lipunan. Bigyan natin sila ng pag-asa na magtiwala sa gobyerno, at simulan natin ito sa ating mga lokal na pamahalaan,” he said.

The launch was supported by the GO JUST program that facilitates increased communication, coordination and cooperation in the Justice sector through the JSCC at the national level and the roll out of the Justice Zone concept at the local level as the main mechanism for embarking on a long- term reform agenda.
