In due time, the whole of Cebu City, comprising 80 barangays, will soon be declared under a state of calamity.
Cebu City Vice Mayor Edgardo Labella, who presides over the Cebu City council session, said as soon as the order from the mayor to declare the entire city under a state of calamity be released, he will immediately call for a special session for the council to approve the declaration.
The recommendation to declare the city under a state of calamity will have to be concurred in by members of the city council, Labella was quoted as saying.
The Cebu City Disaster Risk Reduction Management Office (CCDRRMO) has long since been recommending to the city government to place the entire city under a state of calamity.
CCDRRMO authorities believe not just the mountain barangays but the entire city is already calamitous. Thus, they said, the whole city should be placed under a state of calamity so that release of funds will have to be fast-tracked.
Late last week, almost 400 farmers from at least 30 mountain barangays have already been adversely affected by the El Niño phenomenon.
The City Agriculture Department said the El Niño damage to Cebu City’s agriculture has already reached almost P15 million.
City Agriculturist Apple Tribunalo said “It’s already alarming” referring to the damage to the city caused by the dry spell.
As immediate assistance to the affected farmers from the city government, Tribunalo said water drums, hoses and power sprayers worth more than P12 million will soon be distributed.
Also damaged heavily by the dry spell, authorities said, are crops and vegetables, such as ampalaya, pepper, tomato, eggplant, string beans, corn, flowers, lettuce among others.
