Since 2006, Cebu City has already a master drainage plan but up to now, this remains a dream, said a report over the weekend.
Under that plan, the report said, almost 200 areas in Cebu City have been identified as flood prone.
Only 42% of houses in the city, the report said, have drainage but almost one-half of this number already are defective and useless.
What is worse, says the report, of the Ph44 billion budget proposed to effectively solve the worsening drainage problem in the city, only Ph2 billion have been appropriated in the approved city budget.
Earlier, authorities from the Department of Public Works and Highways (DPWH) in region 7 reported that more than Php27 billion pesos should be appropriated to take care of about 34 rivers in Metro Cebu to prevent these from being the source of flood in the area.
